"XRange" -> {a, b} confines the water to one stretch of ground. Without it every station below the level is loaded, which floods both faces of a dam from a single reservoir. Call it once per body of water.

The symbol lives in the context MalcolmWoodruff`TerraLapsus`BishopSimplified`. Load the whole library with Needs["MalcolmWoodruff`TerraLapsus`"]; every context is put on $ContextPath, so WaterLoad is reached by its plain name.
